On 13 February 2020, at 2 p.m. Lieutenant General Pornsak Poonsawat, 4th Army Area Commander / the Director of Internal Security Division 4 welcomed Miss Christine Chippola ,the Director-General of the International Red Cross, ICRC, the Asia-Pacific Regional Office and the delegation on the occasion of the meeting to discuss the situation in the southern border provinces. As well as presenting a plan detailing the business operations Of the Office of the International Red Cross Commission (ICRC)
This trip to meet the commanders in the 4th Army Area is to discussed about the general situation in the southern border provinces and the spirit of cooperation with government agencies such as a workshop on security operations by Military Personnel (MISO) and information sharing between Internal Security Operations Command Region 4 Division with ICRC. As well as expanding the results of supporting livelihood activities at the community level Mental health and psychological assistance. The Internal Security Operations Division 4 in the front confirmed to the ICRC that the southern border provinces are not conflicting areas with weapons that must be followed “International Humanitarian Law”. ICRC is ready to cooperate and comply with the guidelines. Internal Security Operations Division Region 4 has been defined, including the implementation of the MOU that has been done together. They are also ready to help push for opportunities to participate in explanations on the international stage on various occasions.
For ICRC is an independent organization that has a role regarding human rights of people in the southern border provinces. As well as discussing the operational plan that must comply with the specified conditions to comply and comply with the government’s operational guidelines further understanding and good cooperation between government agencies.
